Education business has created many billionaires and also led to several worthwhile nonprofits like TCF. Private education has also filled o vacuum. Yet tensions on costs and quality remain. What are the issues? • Is this industry creating social mobility? Though private schools exist along the entire cost spectrum, the returns to schooling seem to be higher for the more expensive ones (no study)? Can policy intervention help? How? • Speculation suggests schools are not investing enough in facilities and teachers and making excess profits? Has any study been done? • There is talk of public private partnership for education. What does it mean? Are both sides capable of it? Or would it mean as in the financial sector “Private Profits, sosialized losses!” Is there a better model?. In the US charter schools have not worked. Does that have any bearing on us?
