Public Procurement Regimes in Pakistan

Government procurement or public procurement is the procurement of goods, services and works on behalf of a public authority, such as a government or government agency. Government procurement accounts for a substantial part of the economy globally as well as Pakistan. United Nations Sustainable Development Goal to for “responsible consumption and production” states in its target 12.7 as: “Promote public procurement practices that are sustainable, in accordance with national policies and priorities”. For preventing fraud, waste, corruption, or local protectionism, the laws of most countries regulate government procurement. Pakistan formulated its public procurement regime by enacting procurement authorities and legislating rules for federal and provincial governments. Federal Public Procurement Ordinance was passed in zooz and Public Procurement Rules were implemented in 2004. Followed by Sindh where it passed Public Procurement Act in .09 and Rules were made in aolo. Punjab, KPK and Balucistan had operational Rules operative in 2o4. Its imperative to evaluate the new Public Procurement Regime in the context all • Whether Pakistan’s public procurement policy ensured transparency, equality and Girness? • Arc public fimds not squandered or misused? • Did the regime change bring improvement in the system or it is still in a learning by doing stage?
