Energy Efficiency and Conservation is generally a less prioritized area of focus under the energy sector in Pakistan. However, with the emergence of National Energy Efficiency and Conservation Authority (NEECA) (previously ENERCON), the government of Pakistan enabled the channeling of an organized energy efficiency and conservation mechanism. For this purpose NEECA has established the NEECA Act, in addition to a comprehensive policy which is currently under review. The NEECA Act and the NEECA Policy is further followed by a strategic plan which is a living document, for providing the continuous technical backstopping for implementation of the legal and regulatory framework, as suggested by the Act and the policy.
